Announcer Packs

So recently I watched a video from theScore esports and one of their recent videos talked about how some casters from the Philippines got recognized for casting a DOTA ti, and I wanted to ask why not make announcer packs because it seems like a great idea for league that can go beyond just emotes, similar to how CS:GO has their end of round thing. I was just wondering because league has done them before but usually it was just events and after the event ended then that would be the end of it.
