Ranked matchmaking for "lvl 30 first ranked" broken

Hey everyone!

I just had a Ranked in "Silver 1" and ended up having a fresh lvl 30 player with his first ever Ranked in my team.

Right away it was obvious he wasn't a smurf and had no idea about general game knowledge.
--> He picked Teemo "bot" with Teleport and Heal

It wasn't that he tried to troll or even knew that that's not considered a normal pick, because in sub lvl 30 "normal games" most players play anything anywhere.

He didn't know how to farm; He didn't know what to build; He didn't know how to ward; He didn't know where to go. (as expected from a new player)

I don't mind fresh people playing ranked, but why does someone like that play his first ever ranked in high Silver/ low Gold? I won't say that this Elo is very skillfull, but definitely nothing a new player can handle.

Obviously he ended up getting killed every time he entered a Lane and ended the game of 31 minutes with 0/15/7 and 38 farm. (no AFK, no intentional feeding, that's just all he could do)

Now I'm sitting here, trying to understand why matchmaking puts fresh players in that "high" of an Elo. How does your starting Elo for your first ever ranked get determined and why not send someone with an abysmal win rate (checked his account online) in low Bronze or Iron?

Hope someone (maybe even a Riot employee) can help me understand and maybe consider implementing a solutions for this problem, because this can't be the first time that happened.

the solution was adding iron, but they did nothing with the elo and this problem is still there, gg riot

It's like that because the majority of LOL players are in silver so it's like they kinda predict that is his skill level, IMO fresh accounts like that should start at Iron if their first game is super good move them up an entire elo to bronze still super good move them to silve, from silver things go normally.

Any account unranked in season 8 is automatically seeded at the bottom of the ladder, around iron - bronze. This was put in place because of the additional iron rank, Riot realizes and understands that new players skill level is generally lower and below in iron - bronze. However, during placements it's reasonable to place players into around silver elo as this is a good starting point to figure out a players skill. Do they belong in bronze 1 or iron 4.

Let's say they're good at MOBAs then they'll win more thus maybe they place in iron 1 because the system sees they can hold their own against silvers. While another player can't match up to silvers so they are brought down to iron 4. Of course no system is perfect but silver is a good average starting place. Once their placements are finished they are seeded into iron or bronze unless they duo with a higher ranked player.
