under what circumstance should a support roam during lane phase

thought I ask this before I sleep, I was just in a game with a thresh that kept roaming. I'm too low elo/unskilled to judge whether if he's doing the right thing or wrong thing. I didn't said anything to him

When they deem it is the best tactical choice to make.

Remember, you're not their boss, you're their teammate. And, frankly, sometimes you have to be on your own. If they can give your team an overall advantage by roaming, by all means let them do it. If roaming would overall prove detrimental, advise against it. Make sure to state clearly whether you're comfortable with them roaming and analyze the matchup and the enemy tactics. If you're against a hard engage duo, probably should stick together. If you're against a passive duo and nothing is really happening, encourage them to roam.

There is also the possibility of just roaming with them, or letting them roam and then bait the enemy upon their return so the support can flank them (even better if you got a jungler, and works well with the likes of Braum).

There is no hard "rule" on when to roam or not roam. It really depends on the situation. There are even times when it's advantageous for the support to completely abandon bot lane, although that's probably a post for another time with a more experience player than I.

  1. Adc is backed, but you're healthy and don't need to buy. Good time to just wander midlane.
  2. You're playing someone like Alistar, Thresh, Pyke with amazing cc and mid is shoved while you have Boot of Mobility.
  3. You have lane pressure on your opponent and you've scouted wards well enough to know the enemy can't see you and that you're free to act on other parts of the map.

There's more scenarios but these are the easiest opportunities I can think of.

The thing is you'll always bleed gold/xp whenever you roam, the river is long and even in ideal circumstances it takes 5-8s to cross and the conditions of lane can change a lot. Many situations you're better soaking xp and gold from your own lane and waiting for ADC, but if you think you can set up a kill or get pressure for your mid that's often more valuable than a support with a bit of a stat lead.

If the ADC is ok being alone, it can be better for them to get solo exp if you trust them enough to not die the second you leave lane at all.

Literally i have had many ADCs that have went and died as soon as i went to try and ward tribush or river bush and i pinged "careful".... that i wish it was just a meme.

I have a bunch that people will find controversial:

  1. You don't play safe at all as an adc. Yes. You will die a lot. My presence there may prevent some of those. However, these ADC's typically get you caught up in their dumb plays as well, ending up in more gold funneling to the enemy.

  2. You don't go in on set-ups. A lot of adcs I played with sometimes farm while there is a champion sitting at 30% health and crowd controlled.

  3. You don't peel either by attacking the enemy and scaring them off. It's not only a support that can protect.

  4. You don't poke or punish the enemy.

Why do these four points matter?

  1. I'm not going to feed and I'm not going to feed my adc if they are just going to give them more gold.

  2. I rather go to the laner that can actually go in and kill. Typically, I always get kills with people who know what they are doing.

  3. I won't feel safe with you. If they go all in, you will most likely still be focusing minions.

  4. This should be a no brainer. If we are being poked and punished and you are not, the lane has already been lost.

I will be more valuable to the team leaving you than staying with you.

My supports enjoy roaming when I’m against dive comps and there’s just nothing I can do if they leave lul

I had a support the other day that roamed after we backed; this is totally fine. What’s not fine is he literally hovered around midlane for 5 minutes while a morgana zoned me out

you can't roam the moment you leave the lane the adc will 1v2 and while you are in the lane stunning and 100 - 30'ing the enemy adc and support he stays back and last hits minions

If the adc is safe enough (Sivir spellshieldCaitlyn range,Vayne mobility ) the support can move to other lanes and try to do something, but I don't recommend leaving them alone for too long. If you are the adc and you feel unsafe about being alone, you can always ask them to stay with you.
