Does riot actually ban players?

Played a game with my cousin and he decided to troll/feed/run it down mid (He ended 0/12, sometimes he goes 0/17). I asked him if he was trolling and he said yes (link attached). I reported him after the game and even emailed riot to take a look at the game I played with him. Later I ask him if he got banned/punished or not. He claimed he didn't even get a chat restriction. Another player called me a N***er, I reported him, and he didn't get a perma ban. I thought the N word was a trigger word? Does riot even ban players anymore? I know they used to since I got a two week ban for _slight toxicity. _

nah man. the only people that get banned now a days are players that retaliate to the toxic player. You dont even have to say any bad words or shit like that in chat, just talking back in itself will get you banned. While the toxic player will go onto other games to Int/throw/be toxic/etc.

they are more interested in people who are bothered by the trolls than the people who start the problem, by doing this they get to use this self righteous bullshit logic that says "well you're causing a problem too, make a new account and buy everything again so we get money while actually amplifying toxicity on our servers 10 fold"
