If you didn't say anything at all or tried to tell the int/troll to "just play" (and thats legit it) can you get banned for saying "just report them" to your team who are really upset over this troll?

no, you get banned for the million other things you say that you don't mention on the boards, like everyone else does.

Saying "just mute and report them after game" is not. If you continue on much after that, then yeah you can end up getting punished.

well if you only cry to your team or enemy team to report a player only once then nothing bad will happen. but if you keep repeating "report so and so" it can fall under harassment. so at best nothing will happen cause reports do not stack and at worse you could get punished instead of them.

Actually, I never understood the whole "report" thing. In most cases, people just have a bad game and don't int intentionally. So "report him/her" is just another way of saying "you're not playing well." So why not just say that? And btw, we all have bad games. So the whole expression is superfluous.
