Is there no consequence for leaving anymore?

I've had a lot of afks on both sides and I've reported all of them, but just getting a lot lately and it's kind of ruining the game. This is just anecdotal as I'm sure other people aren't experiencing afk issues. I've just noticed a huge frequency in games since I started league back up a couple weeks ago.

Out of the 25 games I've played, 15 of them had an afk.
