Before starting ranked pick your tier. Then choose a player from that specific tier that was on your version of ranked tree like (graves bloodhound etc.). If you out pace them in cs warding etc. During their promos the system then accrues for that and pushes you up a tier or down a tier.

Ranked should have you climb or fall depending of your personal performance regardless of whether you win or lose but that would make getting to the rank you truly deserve faster and riot want people addicted to their game so it won't happen.
