The true damage percentage needs a tone-down. There's no way around it. If you aren't or you might as well GG your lane if you are against a competent laner. As a top lane main, I know a nerf is gonna get whined for and they might as well tone it down to 12/13/14 between 6 11 and 18

what are you even talking about? its only good if you are vs someone stacking resist. the true damage is a way around armor and %damage reductions like ali ult but vs a fio/cammile/riven its pretty meh/electrocute is better.

It's 20% true damage. That's a very small amount.
