You're lvl 116

Situational,

・Do you have enough mana / mana regen to sustain using your abilites ・Do you need your abilites to trade / use in a upcoming fight ・Do you actually need to be pushing the wave

You shouldn't be using all of your skills, and you shouldn't never be using them.

Most champions who are meant to be solo laners have an ability that works for waveclear. Ahri's Q or Lux's E are good examples of this. You should be using this ability to help CS.

Don't spam it though. Keep enough mana to be able to respond to your opponent.

You dont want to use your skills that can cc your opponent to farm. Say your playing lux. You dont want to use your q to farm. If you do that than you are likely to get jumped on but somone. But if you save your cc and farm with your other abilities than you should be okay :). I normally farm with auto attacks but if a minion is getting low and my auto attack is going to be late I'll throw out a skill. Also if your going back to base you want to clear minions as fast as you can so use all your mana on it
