Riot needs to make the game more new player friendly

The problem with league not growing as fast as it used to be is the level of complexity it has in it. I believe the whole new player experience system should be reworked to be better for someone new starting league because there are so many things left unexplained to new players. I remember when i started league in september 2014 it took me to level 20 to know that i need to buy starting items and not wait for a full 3000 gold item . If league is to exist as the top game for a very long time it has to attract new players, and I don't mean by making the game more simplistic, but making a new tutorial that helps them better

I don't know why there's this many downvotes but in the context of League's advertisements and dynamic changes, I agree that it's difficult to understand LoL's gameplay from a new perspective. I like the idea of a new tutorial system or something that can help run through finding one's playstyle. The tutorial system as of right now feels outdated and there's a lot of interactions along with passive/active/runes/control abilities that new players may just never use because they don't understand it.

The tutorial is more than outdated. It needs a full rework.

Like, to the point it needs to be one created for each lane (including jungle and support).

Absolutely not, the whole point you pick up league is because you want to play a complex game.
