I mean, it sucks, but it might not technically be rule-breaking.
Did he have a tactical reason to not gank top lane (it is called an island for a reason), or did he do it out of spite for the player? Did he verbally abuse or harass anyone, and generally create a negative attitude or did he just ignore a single lane?
If I were a top laner, I would actually report my jungler because he DID gank top. Like wtf are you wasting time up here for when you could be camping bot and winning us the game?
