Players are well within their right to pick off-meta or unconventional picks, including but not limited to Leona jungle as long as they're actively trying to win the game. This isn't against the rules, and isn't something punishable.

His skill at leona jungle is as good as your skill at whatever you play. That's the reason you are in the same ELO.
