Idea for Rylai
Make two options, a defensive one that slows enemies and an offensive one that speeds up the user.
500HP 50AP Slows for x% (less than live
100AP 10%CDR Gives you X% movement speed, reduced for AOE, DOT n shits like that.
That way AP bruisers can still stick to their targets while getting tanky stats, and full AP champions won't have the extra HP that is so anoying. And the movement speed fits the offensive playstyle better. Instead of being able to slow down a target to the point where you can stick to it or even help your team secure kills, you will get extra MS to get the same result while being less frustrating to play against.
Rylai is supposed to be used by champions that lack CC, but right now its used by champions who have CC so they can hit it more easily and the item is just built on pretty much any mage. With this change the option that gives you a slow only gives you half the damage it gives on live to make it less attracting to the squishy mages, but they still have an option if they want to get better kiting.
