Normals has it's own MMR, separate from Ranked. If you want to be matched according to your Ranked MMR you have to play Ranked.

This also means you can't be gauging the other players in Normals based on their Ranked MMR; they may be performing considerably better or worse than that, which is why it has separate MMR.

and what about those of us who don't play ranked? I'm still playing normals until I feel i'm ready for ranked, does that mean i'm too be dumped into a 20 minute que to make room for ranked players just because when i go into ranked i want to be able to at least carry my own weight and not be a burden on my team?

You're matched on your normals mmr(/ELO), so if you're being matched alongside people who have bronze ranked MMRs, it either means you have a low normals mmr, they have high normals mmr, or some combination of the two.

I find it's fairly common that bronze/silver players actually have relatively high normals mmr, as they often still play their main champs/roles in normals, as well as play a lot of normals. By contrast higher ranked players generally focus more on ranked (so don't play very many normals relatively speaking), and furthermore often use normals for playing off-roles or new champs, and so play at a level somewhat lower than their rank would indicate.

In any case, just play normals a bunch and if you're consistently playing at a level above what you're currently matched with (as in, you win >50% of the time), you'll find that the people in your games get better and better, regardless of what their rank might indicate their skill level to be.
