Hearing about the rune price changes made me realize how I haven't touched mine since season 1 and now that I've realized, I want to update them, but there are so many options I have no idea how to go about it. Do people build rune pages based around a single champion and use them for others as well, or do they build a more general page for one entire role?

It depends. I have(and planning on building) rune pages based on classes, because I play supports most often, and they are rather diverse. Some people love a certain champ, so they build an ideal runepage for them. It depends on your playstyle.
Both.. You can get away with general rune pages for everyone, but if you have a specific build/strategy in mind you can customize it to a specific champion.
Perfect example.. Flat: AD reds/quints, Armor yellows, Mr blues work on Rengar and just about every AD champion. But i like to run some CDR on my blues for rengar so i dont have to invest a lot of gold into CDR. You could also run say attack speed instead on someone like Udyr to increase his clear speeds, but its not required..
With 3 pages id probably keep them pretty standard unless you know you only play a few champions. But because i have 20 pages, i have some standard pages, then some that are unique to my champion. On my smurf, i keep them pretty unique to my champions because i know i'm only going to play specific champions.
