Liandry's Torment/ Rylai's Crystal Scepter Double Proc
Why don't more people know of this? I constantly see people having one or the other in their build.

Literally the Teemo shrooms, Ziggs, Brand...are ridiculous with that build...

Everyone knows about it. I don't get why you would think we don't know about it.
People do know this. Usually it's not worth Rylai's on mid laners. Also it's not much it increases it from 6% to maybe 10%.
Ever heard of 'trade-offs?'
Example: Liandry's is not worth buying on Vlad unless you're against an all AD team and Abyssal will not help you. At the same time, Deathcap gives you just about as much overall, but more burst/healing.
