Riot: "Soraka can restore mana again!!!"

Me: "Yay!" [insert dancing]

Riot: "Just kidding!"

Me: "Oh." [insert sad face]


Soraka's ability to restore mana was one of her greatest assets, and when it was removed, I was sad- but I understood. It was too reliable, and frankly- totally game changing. It allowed ADC's (and any other team member, for that matter) to spam their abilities all willy-nilly with no regard for mana sustain. Granted, it was super helpful in teamfights where a clutch E meant the difference between total annihilation or your Malphite being able to get his ult off- but, again, I get it. The way the spell was pre-rework wasn't healthy for gameplay for a number of reasons.

So, imagine my surprise when I find out that she's going to get to do it again. Then she can't.

I'm curious here, Riot, and hoping for some clarification. Why take it away again? Soraka's entire theme is "keep everyone alive," and I feel part of that is mana health. The way that you had it on the PBE made sense, and wasn't overly spammable like it was before- it seemed healthy to me. What am I missing?
