So malzahar is in a terrible state. Can we buff him a smidge?

With the last round of double nerfs to malzahar, hes been dumpstered and in need of either ANOTHER rework, or a total reversion. Can we give him back some of the power he had BEFORE the last double nerf? Please? Id like to add an effect to his Q refresh mechanic; _Enemies who have had malefic visions refreshed on become void charged. Voidlings within a voidcharged champions range do not lose their movement speed no matter how far from malzahar they are.

This change accomplishes two things;

1. It makes malzahar dependent on the combo and forces his exposure to risk while retaining riots intended nerfs (EW no counterplay gg wtf /sarcasm).
2. It gives malzahar BACK a little bit of his reliability and rewards skilled malzahars who can continuously refresh malefic visions, which is rather hard to do with all the mobility almost ALL of his opponents have.
