Please change honor capsules

For something you get so infrequently, getting champion shards feels like a complete waste. Just got one for the first time in forever even though I'm honor level 5 and got Amumu and Master Yi shards. Like, really? Something so infrequent gets 2 of the cheapest champion shards? Why?
