Buff zilean

I think zilean is very weak so i have some idears to make him a little bit stronger: Q Time Bomb: ----- Mabye Buff the ap ratio again to 0.9 or at least 0.85 W Rewind:------------ this ability is very simple so dont need some buffs (maby some pasic cdr) E Time Warp:------- Here is hte most Ways to buff the ability

1. Give the target more/or less Attackspeed but not 99% this wood be too op
2. Buff the duration
3. lower the Vison of the target
4. maby lower/ of the target

So hobe Riot buff Zilean and have a good Day Up4pain ( a Zilean main)
