Quick Question

I just started but i remember reading recently that the Runes and Masteries were getting a rework. Should I go ahead and start buying T3 runes as I've been told? Or should I spend the IP on champs since the system is getting reworked? Figured I'd ask before I invested into something that may not be worth it.
