I like these Caitlyn nerfs

As a main I think these nerfs are right on target. Shes been rewarding bad players too well, and the difference between good and bad lost some of its distinction. This nerf should fix her up quite nicely. Good job Riot! (Im also very glad you didnt touch Attack Delay, TY!)
