Champion select

So i was just in champ select and i got bot as my position. And the guy who locked support said "im gonna adc just fyi" and even tho i had my champion already picked he picked his own adc too. since he made his intentions of trolling clear i went ahead and dodged and took the penalty. which brings me to my question. could there be a way to implement some kind of vote so if there is a single person trolling like that the majority of the team can vote for a reque or something? idk. its just aggravating.
