New Idea to Balance Out Shields
A named UNIQUE effect (passive) on limited specific key damage items that is Shield Breaker. Example would be you deal 40% increased damage against SHIELDS, does not matter what type of shield health it is (i.e. magic shield, physical shield, all damage shield, black shield, etc.), if you can damage it you deal amplified damage against it, but not increased damage against the target's actual health pool.
Something like this will help bring shield heavy comps in line by allowing the opposition to have an item choice to deal with them, just like how Grievous Wounds is an option that prevents healing stacking team compositions.
The difference between Grievous Wounds and Shield Breaker, besides effecting heals/shields, is that one is a debuff for a duration (or area like with Varus' E) reduces the effectiveness of healing while the other is a buff to the user to deal greatly enhanced damage against shields even though they both fulfill generally the same purpose.
This then can give supports more power with more ways to deal with their power. Make support more satisfying to play without making them overpowered, more satisfying to play will lead to more people playing support (so those that hate playing support won't need to fill as support / fill support a lot less often at the very least). Overall the purpose of this idea is just to help bring shields more in line with an option that helps deal with them, discourages shield stacking comps to see balanced compositions otherwise they get hard countered by a single passive.
