Now that Riot has admitted Teemo's kit is toxic...

I forget who it was, but a while ago someone from Riot admitted that Teemo's kit is toxic and unhealthy. Now that we've admitted this, what can we do to make him less toxic to play against? Nerfing the range on his 'q' would be a good start, and/or making it into a skillshot would be a good start, but I'm sure there's much more we can do to him. What if you could pick up his mushrooms and toss them back at him? Or, what if he slowed down after he uses his movement speed boost (like Blitzcrank)? You can walk through Bard's portals, you can destroy his health shrines, you can see where his chimes are, and his ult actually SAVES his enemies 99% of the time! If Bard is allowed to have this much counterplay, surely we can add more counterplay to Teemo's kit.
