Buffing Hecarim

I've noticed that Hecarim is rarely played anymore from his previous glory days. With his nerf of his old unit collision passive, health reduction and overall weak feeling, he often times is not a choice pick and seems to get punished quite easily by newer champions.

This is upsetting and confusing considering he is classified in his champion description as a fighter and tank. If you played him recently, he feels like neither. He plays more along the lines of an assassin and hence has only really been seen in the jungle lately.

I would like to see this champion get some love because I think he is definitely neat.

One suggestion that I had for him is to perhaps have his e "devastating charge" reset if he achieves a champion kill like tristana or kha' zix.
