A Genuine, Not Rude Question About the Changes to Morellonomicon

So, back when Athene's had only 50% mana regeneration, Riot had to buff it because people were building double Morellonomicon. The reason for this was partially because, as Riot put it, the increase in Morellonomicon being built was introducing some variance that Riot didn't like in mid lane. Specifically, Morellonomicon's popularity as a rush item on every mage was introducing many Grievous Wounds cases to champions and matchups where it otherwise wouldn't have been present.

Now that Athene's is seemingly not intended to be built on mid laners at all, is there a plan to remove Grievous Wounds from Morellonomicon? Or is there a plan to somehow balance the healing reduction that will be built on pretty much every mid laner with mana and a need for CDR?
