Remake Tweak

Personally I think the remake option is a great system but I think it's not being utilized enough. Right now it's only meant for players that fail to connect at the beginning. This doesn't account for the ADC who Dc's 2 minutes in and the team is left 4v5. I think Riot should adjust the triggers for this effect.

If at any point in the game before first blood a player disconnects, after a period of 90 seconds the game should be allowed to be remade.
