My suggestions to alleviate some of the issues this season

Some champions were given armor and SOME MR but not to the full amount to compensate for rune removal. Why did Riot try to be cool and give everyone +3 armor as if the game wasn't "balanced" around the common 8 armor, 12 MR runesets? Perhaps that's why damage is so high?

I'm not a game dev., but as if now if I were balancing the game I would:

*Give everyone +4 armor and 8 MR except in certain cases -> This helps mend some of the influx of damage this season

*Adjust pen items accordingly and lower lethality for ranged characters -> Allow assassins/mages to do their job with certain ADCs being able to use within reason

*Nerf ardents AP by 20 and raise price by 200, Raise price on redemption by 400 > Mostly self explanatory, this delays the unstoppable death duo that botlane is and forces supports to make a choice. 2500 for redemption vs 2500 for a (weaker) ardent

*Buff towers defense and offense from first 5 minutes to 8 minutes -> 4 man first tower cheese is a joke and does not feel fun for either party.

*Make baron spawn HP 15k instead of 10k --> Losing one fight all game could be a death sentence

*Add a unique passive of 10 bonus damage on auto attacks against minions and towers on Doran's ring -> Farming on an AD champion with auto attacks is a cakewalk relative to mages. This also allows mages to shove lane more easily and punish characters who are constantly roaming. Nothing is worse then a Zed shoving you in and you go OOM and when you finally shove the lane you tickle the tower.

*Curve solo lane and kill XP so it's not to the point where one death top lane will put you nearly 2 levels behind. -> It sucks when you get camped and are 3 or even FOUR levels behind your opponent, this makes ignite more attractive top and ensures a mistake doesn't snowball your laner out of control.

*Take a look a jungle (somehow) -> How is it that a camille jungle could be atrocious at farming and still be on par with a hard farming master yi solely off gank exp? I wouldn't know how to address this but I'm open to suggestions.

I'm not saying these changes would completely alleviate and balance league but i'm sure many could agree they are steps in the right direction.
