Blind Pick: Party queue broken?

Together with my friend we often go as a party in Blind Pick to play some games. Since we are both quite new to the game, we both have below 100 wins in Blind Queue.

After losing 9 games and A LOT in the past week, I can say from experience that the party queue on blind pick is ONLY looking at level (both 30) and in a party. It's more common than rare that we find ourselfs against people with 500 - 1.000 wins after checking the game results when the game ends.

This comes to the main question: Why is the blind pick not queueing people (solo & party) on skill level and experience?
