Help me with low FPS

i5 4460 Haswell GTX 660 SLI 8gb ram

I get 40 fps when i start to hit creeps or jungle camp. My computer should run a potato game like League at max settings. I've made sure that Geforce Control Panel has League assigned to it's video card. I have tried setting my pc advanced settings to Performance. I have a much weaker PC with teh same video card get 100-200 fps throughout the game at highest settings. I should be at highest settings with zero effort from my system. What am i missing? My ping is always good like 26ms. Always. But i can't figure out why this PC has such trash FPS. Help!

Are you closing the unnecessary background programs? To me, they easily drop my FPS to 1 every ~1 minute for a second or two.

Turn off shadows and some quality?

be sure to close client, lowest settings, all that stuff.

Well i mean, i have worse computers running it on high. This computer should be running league at maximum without even thinking about it. I'm just seeing if someone is able to troubleshoot with me. Yes of course i'm shutting down programs in the background, and i've turned down my quality. My League runs the exact same at the maximum settings or the lowest settings, it's always at 45fps or so. Maximum, or minimum.
