So my friend started playing League like a month ago and now he's level 22 and i'm 28 (my alt bdw) we always play with each other and have a really good time but in some cases we found that some of the players we are playing with are 100 level or even higher, with these players it's hard to teach my friend how to propelly play the game, when an enemy is like 25/4. Matchmaking leveling up is absolutely awful, its either smurfs or high level people Qing with their friend's lower level alt/smurf accounts (to get easier wins and level up faster), its aids.
It's because you are playing on a smurf. The matchmaking system can detect smurfs very effectively and starts matching them up with other smurfs (which is why so many people have the false impression that low levels are nothing but smurfs when they are leveling an alt account).
Play vs bots?
Well this is 2 fold.

Second, there's just a lot fewer players on the western servers now with how the game has been revamped. So the audience has been polarized between the new target demographic of players and the people who have invested a ton into the game either refusing to throw it all away or happened to enjoy both the old and new.
