Can we just fucking get rid of filled!

I'm tired of filled, why is there filled in low elo? maybe have it on high elo where theres huge wait times but why in low elo? I just played a game where my jungler was an ADC main so he had no idea how to play jungle and went hecarim jungle vs an ammumu and the ammumu out CS him, out damage him and ganked all lanes meanwhile our hecarim was just farming jungle with horrible pathing, absolute trash ganks and 0 objectives like dragons and herald wich ammumu got all of them.

Seriously riot just get rid of fill in low elo idk if I wait 5 or 10 minutes more for a decent team where we all play one of two positions we can play.
