She was already fine, having one of the highest adc win rates in the game, with a pretty decent play rate. All it did was make her have an even bigger win rate while the other nerfed adc's, Ashe and Jhin, and such fell down. Is it her so called "time to shine" like Sej got for a month before the gut? Im pretty sure she was super A-ok before.

Keep in mind - starting in 6.16 we are in "World's Patches". So everything is balanced for Pros mostly now. And since Jinx wasn't played in pro scene this year at all, she got buffed. Don't look at win rates in solo q to find sense in those changes
Because unlike other ADCs, she'd rarely get a viable chance to use her ult for dmg as opposed to just spamming rockets, which is the real problem imo. The ult was a good buff, she just needs a proper nerf on her rockets attack speed ratios later into the game and maybe even the minigun range, because otherwise it's impossible to approach her unless you're playing Sivir or Vayne without being poked down to half your health in 2 crit autos.
