since kog'maw scales with AS why not make it to where over stacking AS items scales with something

since riot wants to push kogmaw towards the on hit path (seeing that they balanced him that way) why not scale the extra AS he gets from his items with something in his kit. make it scale with his W or E to give him some MS or something (like jhin)
