Why are we penalized if we have an afk in ranked?

Just a little rant after a shitty ranked so please feel free to disregard. why when we have a vayne who afks until nearly the 8 minute mark, at which point bot lane has gotten first tower, are we not protected from losing our damn promos? we weren't even allowed to remake and i'm tired of this shit.
