QoL change; Move the countdown timer in the new champ select

But as you can see below when you have your masteries open you can't see the the countdown timer which can cause problems if you're trying to decide the best masteries for the current game & on an OCD note the current timer laps over the golden boarder slightly. The arrow marks a far more optimal place for the timer. http://imgur.com/XoBVsVE
