A Suggestion for Riot's Consideration

I had this thought of what would possibly be a good idea and reduce some toxicity in game. It would need Riot's expertise to implement it but I think it could be done. What you could do is make it that if a player has say "X" amount of losses in ranked with of total of "Y" amount of deaths, (you know the player who goes like 1/15, 2/20 etc., their lvl would be reduced from lvl 30 to lvl 25 and they would be unable to play ranked, at least with that account until they again lvl up to lvl 30.

I believe this along with leave buster would eliminate a large amount of mischief makers who come to the game to ruin it for others for whatever reason. The I'm going to feed crowd I believe would be substantially reduced. Scores of 0/0/0 would be counted as "Z" amount of deaths to prevent people from just standing around.

What do you think Riot? Is it good idea>?
