talon cost more mana he is a overprice champ to play

Well as a Talon main id like Talon to get some change. Since he now cost more man i think he should get more base DMG or at least change the range on rake and Cutthroat. I want to get the Talon feelings back. Now Talon is to underpowered and need some changes. Now when Talons Ult got more CD and cost more mana i end up my mana to fast while im in level 6. Talon have no escape tools so Cutthroat could be an ability that could dash to allied minions similar to Katarinas Shunpo (then forget what i said before)
