About the Viktor changes on PBE.

Going to keep this short. Its nice that you want to make less reliant on his Q(which is understandable because with 3-4 items he can 1v1 almost every make and marksman with his QR alone), but lowering his E CD and upping the ratio won't fix its biggest problem; the fact that you absolutely NEED to stun them to get the aftershock. Unless your enemy has like 400 ping and have the reaction time of a rock, the aftershock wont hit. Even if you have rylais, they can still walk out of it. I suggest either replacing the lower CD or the AP ratio with a revert on the aftershock delay.
