Does Bloodrazor need an UP ?

Just checked and most (every?) jungler who utilize Bloodrazor are in a bad spot right now, does it need some tuning?

I always thought it would be great if it dealt 1.5x damage against jungle monster, with the maximum damage cap increased to 100 from 75.
