@Riot, can we talk about Lucian?

Looking at Lucian's numbers, he's not in a good spot at all. He has a somewhat high play rate (not as high as other adc's but still up there) but only has a 45% win rate. I'm guessing his problems have something to do with the armor pen changes this season, but not really sure. Regardless, do you think Lucian could use a few small buffs to remain competitively viable or is he fine as is?
