Is low level matchmaking ever going to be fixed?

Or is the intention that I never be allowed to play with friends, because I'm Diamond and they're not?

I have a friend who is level 12 and wants to play with me. If I play with them on my main, they get thrown into games with level 30s in the Gold-Platinum range. If I play with them on my level 16 smurf, we get level 20+ premades on the enemy team and level 10-15s on ours.

This is not fun for either of us. There needs to be an alternative that results in more balanced games.
