rylai's crystal scepter slow adjust idea

currently its passive effect is : Unique – Icy: Damaging abilities and pet attacks slow affected units by 20% for 1 second.

what is suggest adding is : Unique -- Defrost: damaging abilities that have crowd control will instead apply the slow after the cc from the ability ends(ex. nami's bubble, instead of slowing targets while they are stunned, will slow after when they are no longer stunned by her bubble)
