Do rune pages really have to cost 6300? Why cant we aquire them by level..

No seriously why, champions as it are already expensive when you can't even play 24/7 anymore.. Don't tell me its to stop smurfing or multiple accounts because every time i see someone create an acc they just use rp to get rune pages..
