Why does Phase Rush require 3 separate abilities instead of 3 instances of damage (barring DoT)

I find this pretty unfortunate as Garen really struggles to activate it (he really wants to q -> e and not try to weave an auto in there) even though his E is basically his form of an auto. This would be a really fun keystone to use on him but due to these limitations it's not very ideal. Was there some reason they decided that multiple instance damage abilities wouldn't count as separate attacks? I could see DoT affects triggering it being broken, but that's another argument entirely.

It's a keystone intended for assassins so they can use the combo and then get out.

just position yourself properly and Auto Q E. I'ts actually super easy to proc once you get used to do this combo

its not really fair since ekko can e q someone and since ekko's e enhanced auto counts as a spell and an auto he and similar ap champs have an easier time triggering it than ad champs with auto attack enhancers.

It would be kind of nice if his Q and the auto it was coming with counted as separate for the purposes of Phase Rush, would make Phase Rush a very easy option on him.

Not that it's hard to get one extra attack in against melee opponents, but Garen doesn't really need help against melee.
