When she's sitting at a 46% win rate in the second-to-last spot in as a jungler? Seriously?

Too strong in pro-play, I'd imagine.
Pro play.
Because with her E, she fall in the pool of champ who depend on their team coordination to do good (kalista/taric/...). Those can be bad in soloq while still being realy oppressive in organized play
