Refunding System for Champions and Runes

One problem that I have come across (and others I know who share my love for League of Legends) is that we impulse buy certain champions, runes, or skins because they seem to be interesting in the moment or we've been influenced by something else. My brother, for instance, wasted about $200 on skins for champions he barely used after the purchase. Because you make so much off of RP purchases and being able to refund RP would stop people from buying more as they could just refund RP from certain purchases and reuse for something else without making another purchase, this system would only be for IP. To balance the system and make sure that it isn't abused too badly, refunding an item should only yield a fraction of the currency required to purchase the item.

When I was a lower level, I bought several trash runes to fill space and slightly help with my gameplay. These runes are now obsolete in my eyes because my current runes give greater stat increases, so I would like to have an option to trash old runes so they don't take up space or to sell them.

I understand that at the moment you can only refund three items so then players don't abuse the system and try out champions or skins only to refund them shortly after if dissatisfied with the product, but adding this feature would certainly help those who need it.
