have not seen it used in ages, why bother with it, rarely is it worth giving a mage spellsteal anyways because you get so little out of it. riot why do you leave champions and items like this in the dust?

Likely because at one point nearly every champion and item currently in the dust was the pick/ban or broken item, so they think of ways to bring it back where it won't suck but won't break the game again.
Idk about you but I use it almost all the time on Annie. With her insanely powerful burst it allows her to make plays and live to tell about it. I also use it on Many many resourceless chamipions like Vlad, Mord (gunblade too expeensive), Kennen, and many others. It's a good item, just not so good for AoE moves (ahri is an example)
