Im confused here lol

Ok so i went into a queue tonight, just for normals, and this one guy didnt connect, so we ended up doing a remake, and then without realizing it until we got into game, literally the same guy, from the previous queue who didnt connect, did the same thing. My question is, wouldnt he get some sort of like time limit for going into another queue cause he didnt connect? or is he still aloud to go into queue?
